The establishment of the college was the result of the collective efforts of the local community and the government of Arunachal Pradesh. The college was named after Wangcha Rajkumar, a social worker and philanthropist who played a crucial role in the establishment of the college. Initially, the college was affiliated with the North Eastern Hill University, Shillong, and offered undergraduate courses in Arts, Science, and Commerce.

Award:
The Hon'ble Governor of Arunachal Pradesh has instituted a cash award only to four undergraduate students (two boys and two girls) from science and Humanities streams obtaining highest but not less than 60% marks in the final year University examination. The award is given in the form of National Saving Certificate.
Travel Concession:
All the benefits students can avail the railway concession during break and vacation to and for journey to their respective declared home-towns if the concerned transport organization allows it.
Hostel:
The college provides hostel facilities both to boys and girls students for stay during the academic session .
